Any individual comfortable doing so is encouraged to contact the panel/solicitation program official directly. When a NASA individual responsible for reviews receives allegations of misconduct, etc. from a reviewer/panel, they must notify the NASA Office of Inspector General (OIG) immediately. All individuals are encouraged to read the NASA websites, which include information on reporting options outside of the NASA programs.

NOTICE: January 4, 2023. Several corrections and clarifications have been made to FINESST-2023:
• Section 2.5 "Biological and Physical Sciences Research Program" (BPS) has been updated to cite Biophysics and states that proposals relevant to BPS program elements that are not explicitly mentioned in Section 2.5 are eligible.
• Section "5.1 Review" has been updated to include a direct reference to the assessment of the Open Science Data Management Plan (OSDMP) or the explanation for why no OSDMP is necessary.
• A new section number "12.39" explains period of performance options, pre-award costing, and the expected timing for award funding to reach the institution.
• Section 13.15 adds a link to instructions for how to upload manuscripts to the NASA-designated publication repository and confirms that as accepted manuscript versions must be uploaded by the time of publication.
The due date for FINESST-23 remains unchanged: proposals are due February 6, 2024.
NOTICE: Amended November 6, 2023. This Amendment releases the final text for this program that solicits graduate student research, which had been listed as "TBD". Notices of Intent may not be submitted. Proposals are due February 6, 2024. An optional, pre-proposal teleconference will occur on December 1, 2023, at 3:30 PM Eastern Time, see Section 12.8.
