  • Error found in Question 8 on the Program Specific Data (PSD) Form. The following incorrect qualifier language was included: "Proposals without the appropriate involvement of HBCUs and/or other MSIs will be rejected." Please note, new connections to MSIs are desirable but are NOT required.
  • ULI2 Step-A proposal due June 26, 2025
  • University Leadership Initiative (ULI2) provides the opportunity for university teams to exercise technical and organizational leadership in proposing unique technical challenges in aeronautics, defining multi-disciplinary solutions, establishing peer review mechanisms, and applying innovative teaming strategies to strengthen the research impact. Research proposals are sought in six ULI topic areas in Appendix D.4.
  • This NRA will utilize a two-step proposal submission and evaluation process. The initial step is a short mandatory Step-A proposal due June 26, 2025. Those offerors submitting the most highly rated Step-A proposals will be invited to submit a Step-B proposal. All proposals must be submitted electronically through NSPIRES at https://nspires.nasaprs.com. An Applicant's Workshop will be held on Wednesday Apr 30, 2025; 1:00-3:00 p.m. ET (https://uli.arc.nasa.gov/applicants-workshops/workshop9). An interested partners list for this ULI is at https://uli.arc.nasa.gov/partners.   • The solicitation erroneously includes a statement on page 3 (section D.4.3.1), "To promote ULI portfolio balance, the UI Project is interested in Topic 2 (Innovation in Commercial High-Speed Aircraft) proposals for High-Speed Commercial Vehicles". The Topic 2 (Thrust 2) narrative in the NASA ARMD Strategic Implementation Plan is unchanged this year and no emphasis towards it was intended to be made in this solicitation.
  • The ROA-2024 NNH24ZEA001N-ULI2 NOFO Solicitation is still active. Step-A proposals are still due June 26th. Any change in status will be announced here. University Innovation looks forward to receiving your proposals and evaluating them.
