  • NOTICE: Amended November 21, 2024. This amendment releases the final text and due dates for this program element, which was previously released as draft for community comment. Proposals to this program will be submitted by a two-step process in which the Notice of Intent is replaced by a mandatory Step-1 proposal that must be submitted by an organization Authorized Organizational Representative. See Section 5 of this program element. Step-1 proposals are due January 15, 2025, and Step-2 proposals are due March 18, 2025. There will be a Pre-proposal Conference December 16, 2024, at 1:00 – 2:30 PM Eastern time, see Section 3.3 of this program element for details. Notable changes from the Draft of this program element to this final version are listed in the bold notice on the first page of the program element text.
