• NOTICE: Amended on March 18, 2020. This amendment delays the Step-2 proposal due date for this program element to April 17, 2020.

• NOTICE: Amended December 13, 2019. This Amendment releases final text and sets the due dates for this program element that was previously released as draft for community comment. NASA funding is currently under a continuing resolution, and funding of this program is contingent on the final FY20 Congressional authorization. This program element uses a two-step proposal submission process described in Section 2.2 of C.1 The Planetary Science Division Research Program Overview.
• NOTICE: Amended December 3, 2019. This amendment provides clarification about intellectual property rights (Section 2.6), testbed scheduling (Section 2.3) and a link to information about the Ocean Worlds Testbeds: https://www1.grc.nasa.gov/space/pesto/current-projects/space-vehicle-technologies-current/icy-satellites/. The time period for public comment has been extended to December 10, 2019 to allow for comments on the Testbed documentation; no other changes to the schedule are expected.
• NOTICE: Amended October 18, 2019. This amendment releases draft text for this program element for community comment. Comments on the draft text are due via email to cmercer@nasa.gov. It is anticipated that the final version of this program will be part of ROSES-2019 and that final text will be released no fewer than 90 days in advance of the Step-2 due date. NASA funding is currently under a continuing resolution, and funding of this program is contingent on the final FY20 Congressional authorization.
